Reagan Pushes for Smarter Floodplain Management and Clearer City Goals.

As early voting gets underway in Benbrook, City Council candidate Ryan Reagan is calling for a more data-driven approach to measuring the city’s success. His focus is on turning city plans into real, measurable outcomes that residents can see and benefit from—starting with better floodplain management.

Reagan points to Benbrook’s current Community Rating System (CRS) score of 6 out of 10, a FEMA-based metric that determines how much residents pay for flood insurance. Improving this score, he says, could significantly reduce premiums while strengthening local infrastructure and environmental protection.

According to FEMA, cities with stronger floodplain development standards and higher regulatory measures not only improve safety but also qualify residents for lower insurance costs—potentially up to 35 percent.

Reagan proposes setting a clear, achievable goal of reaching a CRS rating of 3 within five years by updating ordinances, improving reporting, and collaborating with cities that have already achieved higher ratings.

It’s an example, he says, of how Benbrook can move from simply managing budgets to tracking meaningful progress.
