FWISD to Unveil Bold Plan for Struggling Schools.

At the September 23 school board meeting, district leaders will roll out a plan that could put several underperforming campuses under the Texas Education Agency’s Resource Campus model, starting with the 2026–2027 school year.

The Resource Campus model is designed to surpass incremental progress and deliver sweeping improvements where students need them most. The approach focuses on attracting top teachers to high-need schools, introducing proven academic programs, and extending learning time to close achievement gaps.

Under this model, FWISD would not just tweak policies but rebuild how struggling schools operate. That means rethinking staffing, funding, and classroom delivery with a sharp eye on measurable student growth. District officials said the designation could also open the door for additional revenue to help sustain these changes.

Parents at campuses under consideration have already been given early notice. The full plan will be laid out during the September 23 meeting, with more details expected to follow in the weeks ahead.
