Many Benbrook residents may not realize how local government works or what responsibilities actually fall to the City Council.
As a Home Rule Charter city, Benbrook operates under a locally approved rulebook that allows leaders to make decisions tailored to community needs while maintaining clear boundaries of authority.
In practical terms, the Benbrook City Council helps set the city’s vision and policies with citizen input, approves the annual budget, oversees major projects, and makes investments in parks, infrastructure, and public safety. Council members also appoint the City Manager and help create conditions that attract new businesses and restaurants to town.
However, there are many things the City Council does not handle. Day-to-day city operations are managed by the City Manager, not the Council. Council members also have no control over school district policies, TxDOT projects like Highway 377 or FM 2871, or county services such as property taxes. They also cannot approve or deny specific businesses that choose to open in Benbrook.
Understanding these distinctions helps residents know where to turn when they have questions or concerns about local issues. It’s all part of how Benbrook’s Home Rule Charter keeps decision-making balanced and accountable.
