Texas Governor Greg Abbott issued a proclamation on November 18 designating the Muslim Brotherhood and the Council on American-Islamic Relations as foreign terrorist and transnational criminal organizations. The action triggers a series of state-level restrictions intended to limit their activity in Texas.
Under the proclamation, both groups are now banned from buying or acquiring real estate anywhere in the state. The order also authorizes the Texas Attorney General to pursue civil action to shut down any related activity or presence tied to the organizations. The designation falls under existing state laws that regulate foreign adversaries, transnational criminal networks, and entities involved in activity considered a threat to public safety.
The multi-page proclamation outlines a long list of state statutes that support the action. It ties the designation to laws that restrict certain foreign groups from purchasing land, prohibit entities involved in violence or criminal activity from establishing compounds, and allow the Attorney General to seek injunctions or civil penalties.
While federal authorities have not made these same designations, the Governor’s decision positions Texas as the first state to formally classify both organizations in this way. The order took effect immediately upon filing with the Secretary of State.
