Residents May Soon See Changes to Where Manufactured Homes Are Allowed.

A relatively short Benbrook Planning and Zoning Commission meeting on April 9 could still carry long-term implications for future housing development in the city.

One of the biggest items discussed was changes tied to Texas Senate Bill 785, a 2025 state law governing manufactured housing regulations.

In simple terms, the commission voted unanimously to recommend that Benbrook create a new “SD” Suburban zoning district where newer HUD-code manufactured homes could legally be placed as permitted homes. The recommendation now moves to the Benbrook City Council for consideration and possible final approval.

City staff explained that the proposed zoning updates are intended to bring Benbrook into compliance with state law while also creating clearer rules about where manufactured homes may or may not be allowed within the city.

Commissioners also discussed infrastructure concerns in certain residential areas, particularly properties without Benbrook Water Authority service that may rely on wells and septic systems.

No residents spoke during the public hearing portion of the meeting, and the recommendation passed unanimously.

The commission also approved a separate replat request involving approximately 2.08 acres near Southwest Boulevard and Crosslands Road. That item primarily dealt with property layout and development configuration and is not expected to directly affect most residents.

So what does this mean for Benbrook homeowners right now?

At this stage, no immediate action is required from residents. However, homeowners who have concerns or questions about future manufactured housing placement in Benbrook may want to pay close attention to upcoming City Council meetings, where the proposal could receive final consideration.

For many residents, the conversation will likely center on balancing state housing requirements, property rights, neighborhood character, and future growth across Benbrook.
