Governor Greg Abbott has officially declared Education Savings Accounts (ESAs), also known as vouchers, an emergency item in his 2025 State of the State address. This move accelerates voucher legislation, allowing lawmakers to vote before the standard 60-day waiting period—and a decision could come as soon as this week.
At the heart of the debate is Senate Bill 2, which proposes a $10,000 universal voucher, diverting state funds away from Texas public schools, which already face funding challenges while serving 5.5 million students.
