Rowan Ranch Rezoning Denied by Benbrook Planning and Zoning.

The proposed Rowan Ranch development in the Mary’s Creek area hit another major setback Thursday night, again, after the Benbrook Planning and Zoning Commission voted to deny a rezoning request tied to the project.

Developer Corey Waldrop presented an updated plan during the March 12 meeting, marking the tenth version of the proposal. The revision removed multi-family housing and proposed single-family zoning for about 61 acres, while leaving an additional 18 acres unchanged.

Waldrop also introduced a proposed Mary’s Creek Neighbor Resilience Program that would commit $ 500,000 toward efforts to help local homeowners unlock up to $ 2 million in funding for flood protection and related improvements.

Civil engineering aspects of the plan were discussed by Ron Ramirez of Evolving Texas, while project representative Tommy Mann addressed broader questions about the development.

Several residents spoke during the meeting.

Benbrook homeowner Ashley Nave raised concerns about repeated trespasses by contractors, surveyors, and drone operators associated with the project. She said complaints were filed with the Benbrook Police Department and the Federal Aviation Administration. Resident Greg Clem also voiced concerns about floodplain impacts and potential FEMA involvement.

Waldrop apologized for the trespassing incidents and said they resulted from inaccurate survey information. He also clarified that the resilience program would operate as a grant and not as an incentive tied to approval of the development.

After hearing presentations and public comments, the commission voted to deny the rezoning request. If the application is not withdrawn, the proposal could still move to the Benbrook City Council for a final decision. A meeting date has not yet been announced.
