A familiar issue is back on the table in Benbrook.
Rowan Ranch, a proposed development on land that sits largely in a floodplain, is returning to the Planning and Zoning Commission on December 11 at 7:30 pm at City Hall, 911 Winscott Road. The developer, Corey Waldrop, has submitted a new request, shifting from the previously denied BR zoning to B zoning, which allows the proposal to come forward again before a full year has passed.
The neighborhood response has already begun. Many residents remember the last round of meetings and the concerns raised about safety, floodplain alteration, and long-term impact on nearby homes. Several pointed back to the August 21, 2025, City Council meeting, where discussion centered on the 61 acres marked for development. That land sits in a volatile floodplain, prompting fears after the Camp Mystic tragedy and previous flood events in North Texas. The land is currently zoned for no building, and altering the creek to make it buildable remains a significant point of contention.
The conversation online reflects a mix of frustration, questions, and caution. Some neighbors want clarity on the pros and cons, including the argument that development could strengthen the tax base. Others say no amount of economic benefit outweighs the risks of building in a flood-prone zone. Several residents pointed to existing studies, Corps of Engineers involvement, and ongoing research shared over the past year. Residents also raised concerns about zoning maps showing multi-family housing in the floodplain area. That distinction has not eased many concerns, as the core issue remains: manipulating a creek to make unsafe land appear safe for development.
This upcoming meeting carries new weight. Two of the strongest voices who opposed Rowan Ranch earlier this year, Ryan Reagan and Sean Moore, now sit on City Council in Places 3 and 5. Many neighbors are watching closely to see how they navigate a project they publicly opposed before taking office.
