Questions Grow Over Trinity Estates Phase 3 Park Funding.

Questions surrounding the Trinity Estates Phase 3 park continue to grow as residents seek clearer answers about ownership, funding, and long-term maintenance.

The latest discussion followed a response from Benbrook City Manager Jim Hinderaker, who said the City is not funding the park and that it will be privately owned and maintained by the Phase 3 homeowners’ association.

That statement sparked concern among residents in Trinity Estates Phases 1 and 2, who want assurance that their voluntary HOA will not be responsible for maintaining the new amenities.

Trinity Estates HOA President Gabi Clements said she has not been informed of any maintenance obligation and understood that Phase 3 would operate under its own separate HOA. She said she plans to seek clarification from the City.

Residents also questioned whether the project is indirectly funded through waived park fees granted to the developer. Greg Clem and others argue that while the City is not paying for construction outright, the fee waiver represents public revenue that otherwise would have been collected.

Additional concerns raised by neighbors include the pickleball court’s location within a stormwater detention area, future maintenance responsibilities, increased traffic, and neighborhood safety.

While the City’s position is that it is not paying for the park, many residents say they are still seeking greater transparency into how the project was approved and funded, and who will ultimately be responsible for it.
