The Fort Worth City Council voted 6-4 to approve Mercy Culture Church’s Justice Residences, a 100-bed shelter for sex trafficking victims, sparking widespread debate. Mayor Mattie Parker supported the decision, citing federal protections for religious land use, but critics argue the church bypassed stricter zoning scrutiny by seeking a site plan amendment.
Opponents, including neighborhood representatives, contend the decision sets a troubling precedent by allowing faith-based organizations to exploit zoning loopholes. Local resident Jessica Soter raised concerns about the churchโs qualifications, referencing her daughter’s inadequate care from a related organization.
Mercy Culture plans to expand its Justice Reform initiative nationally, raising further questions about oversight and accountability.
