City Council Adopts Hazard Plan, Aligns Board Terms, Reviews Strong Financial Report.

The Benbrook City Council covered a full agenda at its February 5 meeting, approving key planning updates and reviewing the city’s financial standing as the fiscal year moves forward.

One of the major actions was the adoption of the 2025 Tarrant County Hazard Mitigation Plan, including Benbrook’s annex. The update is required under federal regulations to keep the city eligible for FEMA disaster assistance and hazard mitigation grants. The plan outlines local risks, response capabilities, and long-term mitigation strategies. Council approved the resolution unanimously, moving the plan forward for county and state review.

Council also voted to align board and commission terms with the city’s fiscal year. Instead of terms running January through December, they will now run October through September.

City staff noted the change will reduce scheduling conflicts during the holiday season and create a more predictable application and appointment process. The adjustment includes a one-time transition to shift current terms to the new cycle. The vote was unanimous.

Financial reports showed the city remains on solid footing. General Fund revenues for December totaled just over $8 million, with property and sales taxes accounting for the largest portions. Year-to-date revenues exceeded $10.5 million, outpacing expenditures by $4.2 million.

The quarterly investment report reflected a combined city and EDC portfolio of nearly $39.7 million as of December 31. Most funds are held in local government investment pools and bank accounts, with a weighted average maturity of 27 days and a yield of 3.20 percent. Council accepted both the finance and investment reports without opposition.

In another action, Jeremy Kirwan was confirmed to continue serving in Place 3 on the Civil Service Commission, with his new term running through September 2029.
