South Benbrook Floodplain Fill Raises More Questions Than Answers.

Neighbors in Benbrook are scratching their heads over recent development work in the south floodplain, where large sheets of plastic were laid down before being topped with roughly five feet of dirt.

Longtime resident and community advocate Greg Clem shared photos showing how much the property has been elevated, pointing out that the area once held significant stormwater.

The unusual practice has sparked plenty of speculation. Some residents worry it may be an attempt to conceal old waste, since many remember the site once serving as a dump.

Others, citing standard engineering practices, note that developers sometimes use a geomembrane, essentially a plastic barrier, capped with clean fill to contain contaminants, stabilize shifting soils, or prepare unstable ground for construction.

While such techniques can make land usable, they raise big questions about safety, flood management, and transparency. If hazardous materials or unstable soils are involved, the long-term risks could affect both residents and the environment.

Residents continue to push for answers and clearer communication from the city and developers, particularly as more homes are planned in areas historically prone to flooding.

For now, the plastic-covered dirt remains both a literal and figurative layer that Benbrook residents are determined to uncover.
