Benbrook City Council Unanimously Denies Rowan Ranch Rezoning Request.

Benbrook City Council met Monday night, January 15, and moved through a full agenda, including a packed public hearing on a proposed rezoning request for Rowan Ranch.

The case involved a request to rezone roughly 80 acres along the east side of I 820 between Veterans Parkway and Chapin Road. The proposal sought changes to allow a mix of single-family and multi-family development.

City staff presented background on the property, including its location within a FEMA-designated floodplain and its existing Comprehensive Plan Development zoning, approved in 2023, which preserves large portions of the land as open space.

Residents spoke during the public hearing to raise concerns about flood risk, environmental impact, neighborhood compatibility, and consistency with long-term planning. Several speakers also emphasized the importance of honoring prior zoning decisions and protecting floodplains from intensified development.

Following the discussion, council members emphasized alignment with the cityโ€™s comprehensive plan, floodplain considerations, and the Planning and Zoning Commission’s recommendation to deny the request, which had previously voted 6 to 0. Council members noted the property can still be developed under its current zoning framework.

The council voted unanimously to deny the rezoning request with prejudice, closing the public hearing and bringing the item to a final decision.
